Nottingham City Council is raising awareness of the important role parking officers play in keeping the city safe and moving, as part of the Beyond the Uniform campaign, which aims to challenge perceptions and promote greater respect for officers.
Beyond enforcing parking regulations, parking officers play a broader role in public safety. This includes helping residents and visitors with directions, assisting local businesses, and responding to crime or health emergencies. They keep roads safe, accessible and moving for everyone, including emergency services, pedestrians, cyclists, children, wheelchair users, people with prams and public transport.
Their dedication often goes unrecognised, with abuse directed at parking officers rising in the past 12 months. The abuse ranges from daily verbal insults to violent confrontations. Incidents from this year include an officer being spat at in the face, an officer having a drink thrown over them and officers being punched to the ground. This abuse takes a significant emotional, mental, and physical toll on staff. Nottingham City Council’s parking officers wear body-worn video cameras for protection.
The Beyond the Uniform campaign was launched last year by Brighton & Hove City Council and North Essex Parking Partnership (NEPP) in partnership with PATROL. The campaign aims to reshape public perceptions of parking officers by highlighting their essential contribution to the city’s operations and the humanity behind their role.
Parking officers do not receive bonuses, incentives or commission for issuing tickets. They’re paid a fixed salary, and their focus is on ensuring compliance with parking regulations and maintaining public safety. They do not have set targets to meet.
Parking enforcement is designed to encourage compliance, improve traffic flow, and enhance road safety. Any surplus income generated from parking enforcement is ring-fenced under legislation and reinvested in transport and highway-related services.
Councillor Patience Ifediora, Executive Member for Regional Development, Growth and Transport at Nottingham City Council, said: “Our parking officers play a vital role in keeping Nottingham moving and supporting our communities. They deserve to be recognised for their hard work and treated with respect. Abuse is never acceptable, and this campaign celebrates the people behind the uniform and the important work they do every day.”
